If job app asks "Have you been convicted of a crime", does that include disciplinary actions in college?

No. If you had been convicted that would mean you were found guilty and sentenced to either time in jail, fined or some other punishment. Even if you were arrested, doesn't mean you were convicted. A police report isn't a conviction, and college discipline certainly isn't.
